Toll Brothers is gearing up to transform multiple vacant lots, divided by a segment of Greenway, into a new mixed-use development. A request has been submitted to rezone from IR to SP zoning for properties bordering 2nd Avenue North & Van Buren Street. Once approved, the request will permit the 303-unit mixed use development on the 2.99-acre Germantown site. The request was made by Barge Design Solutions on behalf of Toll Southeast LP Company and Roy Glenn Goodwin.

Germantown has boasted a diversity of development projects over the past few months. Recent Development plans have included just about every category of mixed used development type. The concentration of Infill projects surrounding the redevelopment of Neuhoff, the former meat packaging plant, has seen increased development activity. An even bigger draw to this section of Germantown are the planned multimodal bridges that will span the Cumberland River. Once completed, the newly formed connection to Germantown, the East Bank, River North, & the future Oracle campus will create a Mixed-Use Super District. Here’s the development rundown:

Overall, the building proposes a max 7-stories with 303 units within two building structures. The two structures are connected using a pedestrian bridge. There is also a shared parking garage, with access on 2nd Ave North, however, the preliminary plan did not specify the exact number of spaces. The street level is activated along Van Buren Street & Second Avenue with proposed amenity spaces, the resident lobby, leasing center and some residences. The development standards also prohibit short term rental properties (STRP).

Site improvements includes 8 feet sidewalks with 2-4 feet planting strips along the curb. There are also segmented street parking spaces. The site’s landscaping includes open green space, new trees, and a dog run to name a few.


The designers had to work through multiple easements to realize the best design given the site constraints. Easements included everything from CSX Railroad, Power Lines, an existing segment of greenway over sewer, sanitary & drainage, as well as and abandoned alley right of way. Even with the myriad of constraints the architect was able to create a design that integrates the greenway to create a new transit-oriented, mixed-use development.
